Error in the Repository for Designer/2000!

[Quoted] Recently, I open my application in Designer/2000 and try to modify some function's attribute in the Function Hierarchy Diagrammer, some error messages occurs and didn't allow me to do any changes.
At the same time, I found that my classmates also have the same problem on this and this error even occurs when a user creating a new application. The error messages are display as follows:

Can anyone who know how can I or my DBA do to solve this problem?
