You only need to install the runtime
software.

In the installer, double click on the plus sign to the left of the product name to display the next level.

 + Developer/2000 - Forms 4.5.x.x.x

• Forms Cue Card Sound Files 4.5.x.x.x
• Forms Demos 4.5.x.x.x
• Forms Designer 4.5.x.x.x
• Forms Online Documentation 4.5.x.x.x
• Forms Quick Tour 4.5.x.x.x [Quoted]
• Forms Runtime 4.5.x.x.x

Now just highlight Forms Runtime 4.5.x.x.x and click on the install button.

You'll also have to install SQL*Net etc. of course.
