D2K 1.5w migration problem

I am currently attempting to migrate a large-scale Forms 4.5, Reports 2.5 and Graphics 2.5 application to work on the web using D2K 1.5w. Since a browser is not yet available to support the application, any suggestions on an alternative (other that the Appletviewer provided by Oracle)? In particular, does anyone recommend an existing web development product robust enough to provide D2K features yet compatible with Netscape 3.0 and IE3.0? Your help is greatly appreciated.
