You probably need to issue your command through a database pipe. This will transfer the command from the client to the server and is done through the dbms_pipe procedure. Have a chat with your DBA to get this facility set up in your database. It should be just a matter of running a few set up scripts.
The HOST command will only execute DOS commands from your client (I'm assuming your running Forms 4.5 under a MS Windows environment).
