Wanted: C Code to perform "to_char(date)" conversion

Hello,

I did not find an FAQ, so here's my question:

currently our application performs translations like

        to_char(date,'WW')
and so on using ORACLEs built-in functions. I want to avoid that these commands go over the network and generate unnecessary traffic. Can anyone tell me if there is C (or any other language) code around which does what to_char can do?
