Does Designer 200 a save time?

I'm acquainted with Sybase, but very new to Oracle, and hoping to benefit from the experience that some of you have had with Designer 2000.

At issue is a new application just ramping up for design and development. The question:
Will the additional up-front work involved with Designer 200 achieve a significant reduction in development time, or is it better to bypass code generation and just build the
database and code the application directly in Oracle Forms?

Is the benefit proportional to the size or complexity of the application?
