I'm not running Oracle Top Sessions, but in my monitor, Active means that a logged-in user has a SQL statement actively executing, while Inactive means the logged-in user is not executing a SQL statement at the moment. Greater than 90% of my logged-in users are 'Inactive' at any given moment.
