configuration control in Designer 2000???

We are new to Designer 2000, but not new to Oracle. We are using a spiral life cycle model for development of a new application. Do most developers use the same application/repository, or is there a way to have a sort of central repository with each developer developing in another application/repository. We have several data modelers and developers who will be using Designer 2000 simultaneously and we are looking for a way to implement some configuration control. I have looked at check in/out, load/unload, and transfer ownership. I would be interested in any thoughts on the best way to user Designer with our development scheme.
