tools - how to choose

Can someone point me to a discussion of the various Oracle tools and their strengths and / or intended uses?

Specifically, I've had a project dumped on my lap, and our shop is new to Oracle, so we're all learning, and I need to decide which would be the best tool for developing a quick and dirty query tool for the users. I was pointed towards Power Objects... All the tools would be new to me. I am new to SQL, though that doesn't seem the problem. I just want to know the best tool for the job.

Any suggestions?
