Dev.2000/V1.3&NT4.0 Forms Buttons don't work

Problem:
Upgraded my pc to Windown NT 4.0 and forms buttons don't work - acts like a
tab key. I also installed dev2k on another Windows NT 4.0 box in our group
and the same problem. This is DEV/2000 Release 1.3 for Windows 95/NT.
