I also use Designer 2000 at work and have installed the tool at home using Personal Oracle. As far as I know, I did not encounter any problem with "disabled tools icons".

My first impression is that you may have not chosen an application when you logged in to Designer 2000. If this is so and you do not have an existing application to start with, you can create one by using the Repository Navigator. Once created, choose the application and then see if the other tools are enabled.

For your information, I'm using Designer 2000 Rel. 1.3 and Personal Oracle for Windows 95.
