Sounds like what you want to create is a process flow, not a function hierarchy. A function hierarchy shows logical groupings of functions. The hierarchy is not meant to represent any sequence or process flow for the functions. However, functions which have been created can be used to create a process flow which shows the order in which the functions (or process steps as they are called in the process modeller) occur.
