baselines and version control

I am looking for a tool or two that can clearly identify and maintain an off-line revision-controlled image of a data model that can be used for promotion from development to QA (where we'll then use a tool that will assist in migrating the old production model to the new).

Failing that, I'd like to know where we can find pre-built scripts and makefiles that will keep a database in-sync with ordinary flat files.
