As far as i understand it, Forms 3.0 can be run against 7.3 in client/server mode, i.e. using SQL*Net instead of talking directly - in a similar way to Forms 4.5. Check out the TWO_TASK variable.
You can also try and re-link the forms 3.0 executeables against the 7.3 server. I have seen this done, but only on certain platforms.
