In pro*c:

  client = getenv( 'HTTP_USER_AGENT' );

In pl/sql:

  client := owa_util.get_cgi_env( 'HTTP_USER_AGENT' );

this is in the cgi environment. Check out the routine owa_util.print_cgi_env to dump the environment and see whats there....
