Forms 4.5 multiple languages?

I've heard that it is possible for Forms 4.5 to display screens in languages other than English. Is this true? The only thing that I'm aware of is the NLS parameter, but that's on the database side. Does anyone know if forms 4.5 has a feature which allows development in multiple languages?
