I have just finished developing a large application using Developer/2000 32 bit version and personel ORACLE on Windows 95. The application was developed remotely and then ported to Workgroup Server for NT. This combination proved very successful especially in the last month since having migrated to V7.3 of the database.

On your Windows NT version of the database : I did some work for a client recently who had a similar problem. You should get a local connection if you don't specify a connect string (otherwise know as a SL*Net V2 Service, as specified in TNSNAMES.ORA file).
