If you are giving a user that capability, why not give them access to SQL Plus?

You probably can do it in a form... But how would you pass back error messages? I would try to use Thomas Kyte's Execute_Immediate procedure. To find it, go to Deja News: http://www.dejanews.com/ and use a Power Search "create query filter" to search:   Newsgroups: comp.databases.oracle.*
