ROWS that are ordered HORIZONALLY AND VERTICALLY simultaneously

Does anyone know of a workaround that would enable me to set up a base table block in a form, with the row orientation being BOTH horizontal and
vertical at the same time. e.g. 2 rows across, then next line repeat etc.
