Which webserver dev tool works best with Webserver 2.1??

All,

        Does anyone have any recommendations concerning which web authoring tool would be the best to use with Oracle Webserver 2.1? I'm primarily interested in easing up the typing of those HTML & PL/SQL packages and wondered what folks were using with 2.1.
