As I understand it, developer 2000 v1.3 (Forms 4.5.7.0.10) was never certified by Oracle to run on NT 4.0, only on NT 3.51. They came out with developer 2000 v1.3.2 (Forms 4.5.7.1.2 and 4.5.7.1.6) and this works fine on NT 4.0.
If you need to run forms on NT 4.0, use that version instead.
