I've been using the Oracle WebServer in conjunction with Designer2000 to generate Web applications for a few months now. I've been quite happy with it so far. The newest release of Oracle Webserver does support transactions and optimistic locking. OWS also lets you do a couple of useful things unavailable (as far as I know) with Sapphire/Web. It will let you do basic authentication on users in the database, and it will let you upload and retrieve images or binary files from/to LONG RAW columns in the database (uploading only works with netscape, since IE stupidly does not support file upload). Some of this functionality is only available via an officially unsupported cartridge at http://govt.us.oracle.com/ but I've found it very useful and reliable nevertheless. I think Des2000 is a better choice long term because it seems to have better integration with Oracle and has better features (such as LOVs). But I'm not as familiar with Sapphire/Web so maybe someone will disagree with me....
