WANTED: consultant and/or resources on internationalization

We are looking for resources on or off the 'Net that deal with such issues as:

. How to store mixed single-byte and double-byte character set information
in an Oracle 7.3 database

. How to write 32-bit client applications that will handle such data
correctly on both Windows NT and Windows 95

We are looking primarily for "how-to" materials from people who have actually implemented projects that deal with such issues. If there are no adequate published articles, we will want to hire such a person for an initial one- or two-day consulting stint. (We're located in the southwestern U.S.)

Any references to resources or expert consultants in these areas will be greatly appreciated.
