Until version 3.0 of webserver the only way to do this is via the OWA replacement cartridge or CGI-BIN program available on http://govt.us.oracle.com under downloadable utilities. It will work with webserver 1.0, 2.0 and 2.1 (but not 3.x) and provides more then just database authentication in addition to all OWA functionality....
you get the code and the binaries.
