Bug in Forms 4.5, Developer 2000 v1.3.2

Having recently upgrade to version 1.3.2 from version 1.2 I have found a problem that did not previously occur.
Create a new form with a numeric text item of width 5.
Set the format mask property to 999" %"
Set the range low value property to 0
Set the range high value property to 100
Compile, Save and execute. --> OK, no problems
Exit the designer, then restart the designer with the form just created and compile.
I receive the following error message.
FRM-32080: Invalid range value for given datatype
FRM-30085: Unable to adjust form for output
Check the minimum and maximum range properties.
You will find that they are now 0 % and 100 %.
Any ideas ?
