Setting ICON directory in Developer 1.3

[Quoted] Greetings all, I'm trying to configure Developer 1.3 on my windows 95 workstation and having a hard time trying to set the directory that contains my icon files. Namely, I can't find my icons in Forms 4.5.

I've edited the system registry file and made sure I've had the TK21_ICON parameter defined under the ORACLE entry. However, I still can not get my icons to be displayed.

Can anyone offer any advice?
