Hello Pierre,
I experienced the same problem on an Oracle 7.3, AIX 4.1.4 box. I'm not sure in your enviroment to check, but in Unix the problem was that the user Oracle (who owns all of those dedicated processes) had a limit of only 40 processes. As soon as I went into SMIT and raised this number of processes this problem was resolved.
