The product is now called SQL Sybase Anywhere (Powersoft bought Watcom then Sybase bought Powersoft). I believe the licensing works the same (Powerbuilder comes with Watcom, er, SQL Sybase Anywhere and you can freely distribute PB apps with this database royalty free).
