Solution to Q1 - if you are using Reports 2.2
Add a user parameter - USER_FILTER and give this an initial value of ' and
ANYCOLUMN = ANYCOLUMN '
If you have no 'where' clause in the query which you want your user to add
a 'where' condition to then - add a where clause - 'where 1=1 &USER_FILTER'
