PRO*C/C++ on Windows NT ORACLE7 Workgroup Server

Problem: We have bought ORACLE 7 Workgroup Server Release 7.3.2.2.1
for Windows NT.
How can we install the PROC*C-Precompiler ?
(From the ORACLE-Installer it's not in the list of products
available. However, on the CD is a directory \NT_X86\PROC with
PROC22.EXE on it.)
Copying this exe onto disk and starting it from the DOS-Prompt, we get
PCC-F-NOERRFILE, unable to open error message file, facility PR2
Who can help us (urgent?)
