How Do I Map vt220 For 4.5 ?

We have 1000 users currently using Keaterm vt220 emulator sessions on PCs connecting to SQL*Forms 3 under HP-UX. We are porting to Forms 4.5 running locally on the PCs - MS-Windows 3.11 - How can we still use the same keys to perform the same functions as version 3 - particularly the numeric keypad. I have tried using Oracle Terminal but it has difficulty recognising the number pad keys ( even in macro mode ). In addition there appears to be no distinction between the keypad numbers and cursor keys e.g. 'Up arrow' (8) and the cursor-key 'Up arrow' - our vt220 emulator treats them as two separate functions - Oracle Terminal doesn't. Do we need to write some sort of keystroke capture program ( C++ ) or is there a third party tool we could use - As a last resort we could tell the users to stop using the keys and use the toolbar buttons or to use the standard PC keys instead but most of our users are about as easy to move as a small planet.
