How Do I Map vt220 For 4.5

We have 1000 users running Keaterm vt220 emulators on PCs connecting to forms 3 on Unix. We are porting the system to Forms 4.5 running locally on the PCs ( MS-Windows 3.11 ) against the Unix database. How can we use the same keys under Windows as we use through the emulator ? I have tried to use Oracle Terminal but it fails to recognise some of the keys even in macro mode ( notably the numeric keypad '/' '*','-','+',Enter and Numlock keys ) and fails to differentiate between other keys - e.g. keypad uparrow (8) is the same as cursor uparrow - although our emulator treats them as two separate functions.

Do we need to write some sort of keystroke trapping utility ( c++ ) or is there a 3rd part tool we could use ? We could try persuading the users to use our new toolbar buttons or to use the standard Oracle PC keymappings but most of our users are as moveable as a small planet.
