Forms 4.5 ??? Trouble with Database Object Libraries

I am running on a Windows NT server with Windows NT workstations. I am unable to create a library on the server side under the database object node. Whenever I select library the create button becomes unavailable. I have also been unable to find any mention of this feature in any documentation. Does this feature just not exist???
