How are you shutting down the db? If you are aborting, startup may have to do a lot of work.

Also check for large alert and listener log files. Any alert log clues? Any clues from operating system utilities? Virus checker? Did you use any file reorganization utilities? Is the database otherwise performing well?

You might consider having two DBA logins open when shutting down, so you can see what sessions are attached.
