First question is do you really need 4 subpools? Can be configured to "not do that" via the old undocumented parameter approach but are you hitting latch problems on shared pool?

Flushing the shared pool should work ... some people ( old school ) recommend several flushes in succession. Gighting it out via oracle support is recommended if one cannot afford to bring in a high profile outside resource ( expensive ).
