Click the oracle link on left hand side and ( very carefully ) choose one of the setups that makes sense to you.

A machine running XP won't cut it probably ... lots of alternatives ... could put up a vm under virtual box and then run linux on that ...

Make sure you match your machines operating system and requirements to what Jeffrey lists as pre-requisites for the option you select.
