Unless there is a catalog which is searched for all control file backups. But given that Oracle gets DBID from the control file, things can get a bit complicated in that case and the DBA will either have to know the DBID of the database that needs a restore or will have to browse through the RMAN catalog tables. DBID is the first column of the V$DATABASE and is the primary key for RMAN tables.
