Standby databases are perfect, until you have needs that don't allow them. They become tails wagging dogs. Sometimes it makes more sense to just be down for some short while for a migration. It becomes a matter of cost allocation decision making by management.

If they can work they can be brought up to date. You have to create a new database anyways, and then catch them up by applying logs. The trick is to convince management that this catch-up isn't really down time, and figure out how long it will take. 10.2.0.4 might have some deficiencies compared to 11 for this...
