To use row compression, you must have a license for the DB2 Storage Optimization Feature.
But it appears to be included in the advanced enterprise edition
http://publib.boulder.ibm.com/infocenter/db2luw/v9r7/topic/com.ibm.db2.luw.licensing.doc/doc/r0053238.html?resultof=%22%61%64%76%61%6e%63%65%64%22%20%22%61%64%76%61%6e%63%22%20%22%65%6e%74%65%72%70%72%69%73%65%22%20%22%65%6e%74%65%72%70%72%69%73%22%20%22%65%64%69%74%69%6f%6e%22%20%22%65%64%69%74%22%20
So I guess it depends on the definition of basic :-) Not sure why it is included in the personal edition, but I guess it is for testing purposes.
