MOS Note: 557416.1 tells how to diagnose these issues, and suggests looking at what is now called shared server. For the systems I've been on, shared server has been inappropriate, but from the little you've given us it and perhaps cman might be appropriate for you. Or perhaps your application just isn't very nice, overwhelming the db with unnecessary connection requests.

It might help us help you if you specified such information as your exact operating system and oracle version and patch level, and maybe even relevant information about the app.
