Nope.

Patchset updates ... for example one moved 11.1.0.7.0 up to 11.1.0.7.1 ...

11.1 came out base as 11.1.0.6.0 and the first patchset moved it to
11.1.0.7.0 ... latest patchset update can get you to 11.1.0.7.3 ( not
11.1.0.8.0 ).
