If you have Named User Plus Licenses, you may install as much instances as you like, on as many servers as you like, as long as the servers meet the requirements of 2 sockets, and they are used by the same named (real life) users you licensed (so add up all users if they are not the same).

If you have CPU Licenses, you may install as many instances as you like on the server you licensed.

When you install SE One, all the packs for Enterprise Edition are disabled by default.
