What version of Oracle are you running (for example: 8.1.7.3, 9.2.0.1, 10.2.0.4, 11.1.0.7, 11.2.0.1)? Are you running the Standard Edition or the Enterprise Edition? Have you purchased any additional cost licenses, such as a Diagnostic Pack license?
Probably one of the best sites to investigate is Jonathan Lewis'
blog. He has an excellent series on the topic of Statspack reports,
which provide a system-wide *averages* overview of your database
performance:

Assuming that you are running Oracle 10.1 or greater, you can also
take a look at the combination of time model data and wait event
deltas. I have a three part series here (includes a script to
