Wrong forum for PeopleSoft questions, however your error log contains the following line:

"ORA-01017: invalid username/password; logon denied"

Off the top of my head, Oracle 11g passwords are case-sensitive, unlike in previous releases. Have you reconfigured the app server via PSADMIN? Your password might be "correct" but the case might be wrong.
