How to upload a binary file on Client box into a BOLB field

Hi
We need the ability to upload binary files (pdf / word/ image files, etc) that are located on the client box into a BLOB column in a table trhough Pl/SQL stored proc. Is there a way to achieve this without having to copy the file onto the Oracle server box ?
