We have articles in our local paper about IBM offshoring work.

Maintenance = maintence of software delivered to a customer. The software usually includes a front end and one or more backends, including a DB.

When requirements are still being gathered and the code is being written for the first time (and the DB schema created for the first time), IBM does it in the US.

Once the customer has the software and it is working, it is sent to India. Many changes come down the pike and they are done in India. Those changes require software and DB changes, usually.
