I don't think you need to reinstall Oracle with OS upgrade provided that Oracle release is certified on the new OS release (you might need to apply appropriate Oracle patchset before OS upgrade to get a certified combination.) Didn't try it myself though, so take my advice with a grain of salt and test yourself. My Oracle Support's Certify section has complete information on supported OS/Oracle version combinations (10.2.0.3 and later and 11.1.0.7 are certified on Windows Server 2008 and are the minimum patch levels for fresh installations. That is, you can't install 10.2.0.1 or 11.1.0.6 on W2K8.)
