I think it is a violation. And OTN licenses won't do either: they are strictly to be used by ONE person and only the person who performed the download (they are not transferable). And as soon as your app goes into any state of production or other use, your OTN license is void. You could switch to named-user plus licenses for your development db.

I'm consulting a company right now facing a fine of about 1 million dollars (for unpaid support fees over the last years) for using too many servers for their licenses (DB,AS) if they don't switch to less servers /CPU's, so we are consolidating now.

If you HAVE to buy licenses, stall until the end of may. Licenses tend to get cheap then (but support fees don't unfortunately)
