This parameter in pre-9i databases controls if the database can participate in distributed transactions (which are performed via db links,) and in how many at a time. There is direct connection between this parameter and db links: even remote queries are transactions. In 9i it was replaced with open_links and open_links_per_instance parameters. Set this parameter to a non-zero value in your 8.1.7 db (for example, the same as in 8.0.6 db.)
