Rebuilding the index won't change the clustering factor. Rebuilding the table or hacking the statistics will. I expect the stats were 'hacked' to reduce the value. Jonathan Lewis has provided a script showing how to hack the stats in the online code depot for his book 'Cost-Based Oracle Fundamentals' called, surprisingly, hack_stats.sql.
